Schema command (#60) POC with minimal functionalities:

able to generate valid JSON Schema Draft 7 output based on input CSV
infers type of each column by simple voting (most occurrence wins)
columns with every row populated with non-NULL are deemed mandatory
output schema compatible with validate command
